The New York State Partnership for Long-Term Care (Partnership) is a unique and innovative program, which combines private long-term care insurance with Medicaid Extended Coverage as back-end insurance to provide lifetime long-term care coverage. Medicaid Extended Coverage is special New York State Medicaid coverage only available through the NYS Partnership.

Total Asset Policy

After receiving Partnership policy benefits for the minimum policy duration period (e.g., 3 years of nursing home care benefits in the Total Asset 50 policy), policyholders may qualify for Medicaid Extended Coverage. Eligibility for Medicaid Extended Coverage is determined based on income. All accumulated assets are disregarded.

Dollar for Dollar Policy

After receiving Partnership policy benefits for the minimum policy duration period (e.g., 2 years of home care benefits in the Dollar for Dollar Asset 100 policy), policyholders may be eligible for Medicaid Extended Coverage. Dollar for Dollar Asset protection, when applying for Medicaid Extended Coverage, is equal to the amount that the Partnership policy paid in benefits on behalf of the Partnership policyholder. For example, if the insurer paid $200 dollars a day for 2 years for nursing home or home care, the total amount of asset protection when applying for Medicaid Extended Coverage is $146,000 ($200 x 730 days = $146,000 without inflation adjustment).

For more detailed information on how income is treated in determining Medicaid eligibility, please go to the Medicaid Reference Guide at the New York State Department of Health Website .
